Why does Johnson have the exclusive power to make a decision - denying California the right to implement its own global-warming standards?
From the page: "Some officials at the Environmental Protection Agency were so worried their boss would deny California permission to implement its own global-warming law that they worked with a former EPA chief to try to persuade the current administrator to grant the state's request."

EPA these days pretty much stands for "Evil Petroleum Agency" or something like that anyway. From the page: "A three-judge appeals panel struck down a market-based effort by the Bush administration that would have allowed some generators of electricity to buy their way out of meeting their pollution-reduction targets.
The Environmental Protection Agency now must either pursue the matter further in court, or go back to the drawing board and write new rules to regulate mercury in both new and existing plants. The agency said Friday that it was reviewing the decision and had not decided its next move."
